Abstract

It is a well-known fact that ‘Second’, the unit of time, is themost accurately realizable among the seven base units ofthe international system of units (SI). This is mainly due tothe availability of stable and accurate frequency standardsand the well-established mechanism of maintenance anddissemination schemes of the reference of time, i.e.Coordinated Universal Time (UTC). The current timereference is realized by a large number of cesium fre-quency standards and hydrogen maser systems maintainedand operated at a large number of National MetrologyInstitutes (NMI) all around the world, and in addition thededicated time transfer network utilizing commercialcommunication satellites and Global Navigation SatelliteSystems (GNSS). It has been reported that the currentstability of the UTC has reached at the level of 3910-16.
